Pune Municipal Corporation to consult "courtesan" on being smart

Finally Pune Municipal Corporations proposal for being “smart city’ is to be prepared by  “McKinsey & company” that has been compared with a courtesan La Belle Otero. (Courtesan means a prostitute, especially one with wealthy or upper-class clients.) Yesterday Pune Municipal Corporation (PMC) passed a proposal to appoint McKinsey and Company as consultant to prepare the smart city plan (SCP) to be submitted to Union government.

Amount to be spent on this proposal  is whopping 2.5 crore rupees and it may be the highest amount than any city covered under this scheme . SmartCities is Prime minister Narendra Modi’s dream concept and Pune is one of the 100 cities selected under this scheme.PMC has to now send proposal in this regard  and to prepare this proposal PMC has appointed McKinsey as consultant.

Duff McDonald, who spent four years researching “McKinsey and its Secret Influence on American Business” has compared it with La Belle Otero, a prostitute who amassed a fortune from Europe’s royalty at the turn of the 20th Century. She became one of the most sought-after courtesans in the world. Kings, princes and dukes would pay anything to sleep with her. “McKinsey’s fees are so high, they are spiritually related,” McDonald says. “What customer who pays those fees will ever admit that it wasn’t worth it? Do you get up the next day and go, ‘Wow that was a waste of a million’?”

No doubt politicians and bureaucrats of democratic India compare themselves with kings and dukes and don’t bother to spend public money on courtesans. That may be the reason when this proposal was being discussed in standing committee of PMC one congress party leader intervened on phone and all party members passed the proposal in pre decided manner.

It is not the case that McKinsey’s record was always good, this is the company who has advised world famous telephone company AT& T that mobile phones have no future. This is the company whose former director Rajat Gupta was sentenced 2 years jail term for insider trading by U.S. District Judge in New York .

Now let see how PMC officials have played a trick to award this contract to McKinsey. The docket placed in standing committee says that it was necessary to call tenders from the panel of consultants finalized by central government. However that is not true. It is fact that the Ministry of Urban Development has technically qualified a panel of consulting firms and the States/UTs were at liberty to draw upon this panel. However the States had also  the option of appointing a consulting firm outside the panel by following transparent and fair Procedures .

These firms had to be selected under least cost selection (LCS) basis. In this case the Client has to select the lowest proposal among those that passed the minimum technical score. And here lies the trick. The scoring numbers had to be given by PMC officials and off course McKinsey got highest numbers. PMC proposal in standing committee doesn’t speak of any LCS base.

The cost awarded in this case is exorbitant and may be the highest in India.

The state of Bihar has invited open tenders and estimated cost of preparing proposals for 3  cities has been drawn to 40 lakh rupees for each city, Punjab has estimated such  2 crore rupees for 3 cities , while Jaipur development authority has also estimated this cost to the tune of 40 lakh rupees. However PMC being controversially different and smart it will spend 2.5 crore rupees on same thing.

Interestingly the core infrastructure elements in a Smart City are, adequate water supply, Sanitation, solid waste management, efficient urban mobility and public transport, affordable housing,  e-Governance  and health. And PMC has already spent crores of rupees by appointing consultants on these issues. Then what different is McKinsey going to suggest for Pune?.

PMC officers shy away from their duties

Recently I sent some photographs to some senior Pune Municipal Corporation (PMC) officers. It was evident from the photographs that some buildings have come up by encroaching upon the nalla in a prime location of Pune city .After sending photographs I called some officers and gave them the exact location of the encroachment. I thought they would act on their own.  However, nothing happened. Then once again, I called one officer and asked about what action they have taken. He said he would send his officers to look in to the matter.

After few days once again I called up that officer and asked what was the situation? . he bluntly said. Sir, please give an application mentioning your complaint so that we could move forward. I said, why should I give the complaint? . Isn't it your responsibility? I have given you photographs and exact location. From photographs it is evident that nalla has been encroached upon. You are duty bound to take action .Then why you need my complaint? . He had no answer.

It is my experience that PMC officers always try to hide behind someone. They don't dare to take action on wrongdoers. Hands in gloves with wrong doers may be the reason behind that. As real estate, prices are escalating sky high. Developers do not bother to encroach upon anything. Property buyers are always ignorant about this. They think that as the authority has given the permission everything must be legal, just, and safe. In addition, officer like in this case put in danger lives of innocent people.

PMC's in camera public meeting

Few days' back there was a news that Pune Municipal commissioner (PMC) had instructed all Head of the departments to not to share any information with news reporters. After that, I had sent a sarcastic letter and requested him to restrict media persons as well as citizens from entering in to Pune Municipal corporation premises. Interestingly commissioner had forwarded that to additional commissioners for ' necessary action' .What action additional commissioners took on that letter nobody knows. However, it seems that commissioner Mahesh Pathak is very serious about keeping media away from all the affairs of Municipal Corporation.

Yesterday he asked media persons to get out from the meeting organized by Nationalist Congress Party MP Supriya Sule. The meeting was held to discuss issues pertaining to garbage, riverside road, and water. As meeting was related to civic issues, concerning the citizens Leader of the house in PMC Subhash Jagtap had instructed administration to allow anyone who wanted to attend it. That means meeting was public one. However, it seems that Commissioner wanted introduce new concept of 'in camera public meeting'.


Last time Pathak had clarified that the instructions were given only for policy-related issues and he does not mind officers speaking to the media. This time he has clarified that "In media’s presence, the participants only speak keeping the media in mind rather than discussing the real issues and it serves no purpose. That means only in camera meetings do serve some purpose. However big question is what and whose purpose do they serve? After Draft DP was prepared all the meeting were held in camera. Those meeting definitely did serve some purpose, and punekars know whose purpose they served. 

Last time I had sent following letter to PMC commissioner

 यापुढे कोणत्याही विभागप्रमुखाने आपल्या परवानगी शिवाय पत्रकारांना माहिती देऊ नये. तसेच, पत्रकार परिषद घेऊ नये,’ असे तोंडी आदेशआपण अधिका-यांना दिल्याचे  वर्तमानपत्रात वाचले. आश्चर्य मूळीच वाटले नाही  कारण आतापर्यंत पालिकेतील गोपनीयतेचे अनेक नमूने पुणेकरांनी अनुभवले आहेत. त्यामध्ये बांधकाम व्यावसायिकांना सहजगत्या उपलब्ध असणारा प्रारूप विकास आराखडा नागरिकांसाठी  गोपनीय असणे, काही नामवंताना भाडे कराराने दिलेल्या जागांचे करारनांमे सापडणे , वारंवार देशविदेश दौ-यावर  जाणार्-या अधिकारी आणि पदाधिका-यांच्या  परदेश दौ-यांची  माहिती , त्यांचा खर्च , त्यांचेअभ्यासअहवाल वगैरींची माहिती मिळणे , अनेक बांधकाम प्रकल्पांच्या माहितीचा  आढळ होणे, अनेक फाइली अचानक गायब होणे अशा अनेक प्रकारांचा समावेश होता.

इतकी गोपनीयता बाळगूनही पत्रकारांनी आणि नागरिकांनीही पालिकेतील अनेक गैरप्रकार उघडकीस आणले.अनेकदा त्यासंदर्भात पालिकेने चौकशी समित्याही नेमल्या , परंतु आश्चर्यकारकरित्या या समित्यांना कोणत्याही चौकशीत पालिकेचे अधिकारी दोषी असल्याचे आढळून आले नाही.तसे का व्हायचे ? याचे कारण आता समोर आले आहे. वरीष्ठांचाच आशिर्वाद असल्याने किंवा त्यांच्या सांगण्यावरून  अधिका-यांनी एकमेकांना सांभाळून  घेण्यात धन्यता मानल्याने  कोणीही दोषीआढळले नाही कि कोणालाही शास्ती झाली नाही.त्याचप्रमाणे पालिकेचे अधिकारी उगाचच कोणालाही सांभाळून घेत नाहीत , त्यामागे निश्चित असे एक कारण असते हेही आता सिद्ध झाले आहे.

उदाहरणार्थ कर्वे रस्त्यावरील एका हॉस्पिटलला  आग लागल्यानंतर त्या रुग्णालयातील अग्निशमन यंत्रणा योग्यप्रकारे कार्यान्वित नसल्याचेतसेच इमारतीच्या वापरातही अनेक नियमबाह्य बदल करण्यात आल्याची वस्तुस्थिती समोर आली .त्याचप्रमाणेसंबंधित रुग्णालयाचे डॉक्टर पालिकेतील वरीष्ठ अधिका-याचे  नातेवाईक असल्यामुळेच अनेक आक्षेप असतानाही या रुग्णालयाला नोंदणीपत्र दिल्याचे उघडकीस आले . असे करण्याची बक्षीशी त्या संबधित अधिका-याला  कशा प्रकारे मिळाली हे वेगळे सांगण्याची गरज नाही. अनेक तकरारी  झाल्या , त्या अधिका-याचे  गैरप्रकार उघडकीस आले , अटकही झाली तरी पालिकेने मात्र त्यांच्यावर काही कारवाई केली नाही .

यापूर्वी एका अधिकार्-याने आपल्या नातेवाईकांना नवीन बांधल्या जात असलेल्या एका इमारतीत तीन पार्कींग मोफत द्यावीत म्हणून एका बांधकाम व्यावसायिकावर दबाव आणला होता.त्यासाठी इमारत बांधायला अधिकृत परवानगी दिली असतानाही काहीतरी थातूर मातूर कारण देउन त्याला काम थांबविण्याचे आदेश दिले होते.परंतु बांधकाम व्यावसायिक खमक्या असल्याने तो बधला नाही. अखेर गाजावाजा झाल्याने पुन्हा नकाशे पूर्वी होते तसेच मंजूर करण्यात आले. या अधिका-याची  साधी चौकशीसुद्धा झाली नाही.अर्थात अशी चौकशी करण्यामागेही काहीतरी कारण निश्चितच असणार हे उघड आहे.
गैरकारभाराची अशी शेकडो उदाहरणे देता येतील , त्यातील अनेक प्रकरणांची चौकशी झालीच नाही , अनेक प्रकरणांची चौकशी झाली परंतु त्यातून काही  निष्पन्न झाले नाही , काही प्रकरणात अधिका-यांनीच  संबधितांना न्यायालयात जाण्याचा सल्ला  दिला आणि स्थगिती मिळविण्यास मदत देखील केली .त्यामूळे घोटाळे उघडकीस येउनही पुढे काहीच घडले नाही. त्यामूळे आपण घेतलेला निर्णय अगदी योग्य आहे . घोटाळे उघडकीस येउनही काही कारवाई होणार नसेल किंवा काही करायचे नसेल तर पत्रकारांना किंवा नागरिकांना तरी माहिती द्यायचीच कशासाठी ?,घोटाळ्यांच्या बातम्यांनी वर्तमान पत्राचे रकाने भरण्यासाठी ?

परंतु आपण दिलेल्या आदेशात एकच उणीव जाणवते ती म्हणजे, आपण कोणत्याही विभागप्रमुखाने आपल्या परवानगी शिवाय पत्रकारांना माहिती देऊ नये असे म्हटले आहे. खरेतर मूळात पालिकेने पत्रकारांनाच काय किंवा कोणालाही माहिती द्यायची आवश्यकताच  काय आहे ? त्यांचा पालिकेशी संबध काय असतो ? त्यांनी मुकाट्याने आपला कर भरून बाजूला व्हावे ,नको त्या उचापत्या करण्याची गरज काय आहेत्यामूळे पत्रकारांना त्याचप्रमाणे नागरिकांनाही पालिकेत प्रवेशबंदीच करावी आणि ते शक्य नसल्यास ( कधी कधी काही  कामांची प्रसिद्धी करण्यासाठीही  पत्रकारांची गरज पडतेच.) एका सेन्सॉर बोर्डाची निर्मिती करून पालिकेच्या म्हणण्यापेक्षा अधिका-यांच्या  हिताचीच तेवढी माहिती पत्रकारांना किंवा नागरिकांना देण्याचे काम त्याच्याकडे सोपवावे हि विनंती.

Finally Pune Municipal Corporation uploads computerized data of its properties on Website

Finally Pune Municipal Corporation (PMC) has uploaded computerised data of its properties on website. We must congratulate PMC officers for that. It took almost 10 years to collect all the data. I had given first notice regarding this to PMC on 18 December 2003. However, task was difficult because all the interested 'parties' were against it and data was not maintained properly. I had to serve several notices regarding this to PMC. As all the parties had hand in gloves. PMC officials were also under pressure. Several times, they announced that data will be made public soon, but could not do so.Now though PMC has published the Data, it may not be perfect or accurate. So now, citizens have to communicate to PMC if there is any inaccuracy.

It all started with the a resolution passed by the General Body and Standing Committee of the Pune Municipal Corporation (PMC), bestowing the right of a sports complex to the then Chairman of the Standing Committee,  for 30 years, without a calling for proper tenders, in the year 2001. This amounted to day light robbery of public property.

Angered by this brazen flouting of the law, I filed a PIL in the Bombay High Court, praying for the Court's intervention in the matter. While arguing in its favour, the PMC had stated that leasing out properties in this manner was "their consistent practice." The Honourable High Court came down heavily on the civic body and ordered it to take back the sports complex land with immediate effect. In addition, the Justices passed an order, directing the civic body to frame a proper Land Allocation Policy, to prevent the misuse or encroachment of public land in the future.

However, to get the civic body to act on the directions of the Honourable Court I had to fight tediously for six long years. The present Land Allotment Policy was framed in the year 2008, and since then the PMC has identified hundreds of such properties. Work is underway to take over those properties.

Another important facet of this story is that when I had asked under the Right to Information about the properties of the civic body leased out with out tender, it was revealed that a proper database was not maintained by the PMC. It was only after repeated notices that the PMC has started maintaining the same.

This brazen encroachment of public land goes on rampantly through out the nation and it is my earnest desire that the people in various parts of the country start the process of rectifying the same, using the Right to Information.

Pune Suseong-gu MoU, Open Letter to Mayor and Commissioner

 Dear Madam /Sir,

Recently some of the elected members of the Pune Municipal Corporation (PMC) and an officer from PMC visited the City of Suseong -gu and signed a Memorandum of Understanding for friendly exchange between two cities. As per this MoU both cities shall establish close friendly relationship to develop cooperation based on mutual respect and benefit.

It is a good thing that Pune city is trying to established friendly relations with a foreign city so long as it is within the four boundaries of the law of the land. According to the Bombay Provincial Municipal Corporation (BPMC) Act, approval from the General Body of the Corporation is mandatory for all acts done on behalf of PMC. It is inconceivable that the Mayor goes against the provisions of the BPMC Act. Hence, I shall be obliged if you can make these approvals public.



As per established norms, the responsibility for establishing friendly relations with foreign countries vests with the Central Government. Or at least permission of such departments is essential before developing friendly relations with foreign cities. I request you to make such permissions public.

According to reference No. II/21022/58(97)/2011-FCRA-I, Government of India/Bharat Sarkar, Ministry of Home Affairs/Grih Mantralaya, Foreigners Division (FCRA Wing), “No member of a Legislature or office-bearer of a political party or Judge or Government servant or employee of any corporation or any other body owned or controlled by the Government shall, while visiting any country or territory outside India, accept, except with the prior permission of the Central Government, any foreign hospitality.” Please also let the public have the prior permission taken from the Central Government for this tour to Korea.

As per MoU both cities shall improve understanding of residents of the region and shall support exchange activities in education, culture, medicine, economy, urban development and areas of mutual concern. Developing relations for activities in education, culture, medicine, economy, urban development with foreign countries is the responsibility of ministries or departments concerned of the Central Government and instructions exist in this regard. Has PMC appropriated these responsibilities to itself from the ministries or departments concerned? I request you to make copies of these appropriations available to the public.

As per the MoU, both cities shall promote mutual exchange based on this MOU and shall do their best to promote exchanges in the private sector. This MoU was signed on 12th June 2013 and Committee members were in Suseong - gu until 17 June. Hence, there must have been discussions about mutual exchanges with the private sector also. I request you to make the minutes of such discussions public.

Pune Municipal corporation members include minor kins in foreign jaunt as expert NGO members to sign MOU on behalf of the city.

Recently a team of Pune Municipal corporation (PMC) members visited city of suseong-gu in South Korea. Among members of this team there were elected members of PMC, one PMC officer and rest were the relatives of elected members. They claim that mayor of city of suseong-gu had invited them along with the members of Non-Government organisation (NGO) to sign memorandum of understanding (MoU) for friendly exchanges between the two cities.

Interestingly they also took their kins along with them touting as members of NGO, some of these so-called NGO members are not even legally adult, they are minor. Even then, they were taken to abroad as if they were the only knowledgeable and expert members in the affairs of civic issues of the city.

Now they claim that they bore all the expenses of the tour. Even if we believe that, they bore their own expenses, which is not true, why did they go on behalf of city of pune? If they went on tour on their own expenses ?, then the tour was private one and nobody will object to it. However, when you go and sign MOU on behalf of the city, it no longer remains the private tour irrespective of the question of expense. Moreover in this case expenses of official member of this team are borne by PMC itself, standing committee had passed the the resolution in that respect.

Now political parties say that people should ask suseong-gu administration about how and why they invited kins of the elected members as the members of NGO's .This is interesting argument ,and  we must congratulate administration of suseong-gu because by  intuition only they came to know the name, age and passport no's of kins of elected members. However they could not identify the names of NGO's these kins are related to.

Interestingly until today, there is no clue what actually this MOU was about? who allowed these people to sign on behalf of the city ?, what study was done before signing such MOU? Moreover, what pune is going to get from this MOU?

There are certain rules and regulation in place for receiving foreign hospitalities such as boarding, lodging, transport. As per office memorandum No. II/21022/58(97)/2011-FCRA-I , No member of a Legislature or office-bearer of a political party or Judge or Government servant or employee of any corporation or any other body owned or controlled by the Government shall, while visiting any country or territory outside India, not accept, except with the prior permission of the Central Government, any foreign hospitality:

In addition, foreign Hospitality means, any offer, not being a purely casual one, made in cash or kind by a foreign source for providing a person with the costs of travel to any foreign country or territory or with free boarding, lodging, transport, or medical treatment.

In addition, as per rule seven of this Office Memorandum (1) any person belonging to any of the categories specified in Section 6 who wishes to avail of foreign hospitality shall apply to the Central Government in Form FC-2 for prior permission to accept such foreign hospitality.
(2) Every application for acceptance of foreign hospitality shall be accompanied by an invitation letter from the host or the host country, as the case may be, and administrative clearance of the Ministry or Department concern in case of visits sponsored by a Ministry or Department of the Government.
(3) The application for grant of permission to accept foreign hospitality must reach the appropriate authority ordinarily two weeks before the proposed date of onward journey.


However, when administration and elected representative with hands gloves do something wrong who else is going to take action on them? Now citizen of pune should raise their voice and ask their representatives, what is going on?

Sir, RTI Hearing (in PMC) was very painful


Today I received a complaint from one Rita gupta. She had a hearing in pune municipal corporation .Instead of hearing her appeal, appellate authority humiliated her. These type incidences are increasing wherever information commissioners are very weak or low caliber  Whenever public information officers or appellate authorities come to know that whatever the case may be for many years second appeal will not come before the information commissioner for hearing or even if it comes, they are sure that commissioner will not take any action on officers.

It is not difficult to understand that from where this type of confidence comes. How can they dare to humiliate any RTI appellant and particularly a woman? The hearing (?) took place yesterday (14th may) the woman met me today (15th may), Even today it was difficult for her to stop tears, she was miserably upset.

It is clear that from the facts that PMC was trying to shield its officers. However, problem is, why PMC officer humiliated her. He could have easily heard her appeal and give the decision whatever he deemed fit. Instead of doing that, he chose to harass her. If this the status of the RTI applicants or appellants in big city like Pune one can imagine what will be the scenario in remote areas?

Actually I and my society Managing Committee secretary has various issues, which are pending  before Registrar .Regard to this I need to  show my Society master plan. so I have applied in corporation for the same ,they gave me answer, that they are not finding this file" in writting .

I went for first appeal, then I received a letter, that I have a hearing on 14-5-2013.I reached on time at 11 am . But Mr. Sarode (Appellate Authority ) was not there .After 12.40 .He came inside the cabin .As I went inside I saw his attitute was very rude, careless, harsh.He did not hear me at all. I was keep requesting him to give me a change (chance), but he was keep humiliating me.It was very painfull hearing .I was haressed (harrased) like anything.Finally I asked him "Why did you called me up if you do not want to hear me ." then he gave me very irresponsible answer .Because you appelled it.

Then I came down emotionally and mentally drained. I started crying almost 2 hours. Then I deceided to meet Mr. vivak (Vivek Kharawadkar addl city engineer) and gave him in writting that Mr. Sarode tourtured me .Mr Sarode and Raskar and Dhanjay Jadhav said sorry to me . But I do not feel this is just enough. I suffered a lot all day.This officer gave me lot of pain .I am still going through pain; woman has to be respected by corporation officers.

Please help me in this matter.I want Mr. Sarode should transfer, so it should established as a moral." women also have selfesteem".

Pune Draft DP -20 lakh sq.ft of land dereserved and several reservations changed


After the consent of the General Body Pune Municipal Corporation has published revised Draft DP of old, limit of City for suggestions and objections. Surpisingly until the last moment the entire DP remained confidential .All the corporators could not study the said report for lack of availability of it.Even then corporators approved the same within 12 hours with loads of amendments. Who and on what basis suggested these amendments is not known. When they studied the said DP? What effect these amendments would have on entire heath of the city  is better known to them only. Surprisingly most of these amendments did not have agenda no, date, subject, name of the member or signature on it. In addition, most of them were so vague and very difficult to understand. However, administration of PMC understood the same and made the changes in DP accordingly.

With amendments, members of PMC have dereserved almost 20-lakh sq. ft. of land and converted that into recidential purpose, many other reservations have been changed. Several of these amendments suggest change in alignment, or shifting of reservation, overlapping of reservation, Change, or reduction in area .Already there is large deficiency in number of reservation as compared to required norms.These amendments have further reduced them and this will surely make adverse effect on the health of city. Produced here are the lists of deleted and changed reservations.
